Dr Gareth Conway

Dr Gareth Conway is a distinguished scientist and ethicist, who brings a unique perspective at the intersection of government, applied research, and ethical leadership. He currently serves as Head of Science and Technology Ethics at the Defence Science and Technology Laboratory (Dstl), part of the Ministry of Defence (MOD).

Having completed a PhD in Applied Psychology at the University of Leeds over 20 years ago, he is now studying for a Master’s degree in Practical Ethics at the Uehiro Oxford Institute.

Dr Conway brings both deep academic grounding and applied expertise to his work. His career includes significant positions within the Civil Service, spanning nearly two decades, including Chief and Fellow in Social Science at Dstl, and the MOD’s Head of Profession for the Government Social Research (GSR) profession.

Throughout his career, Dr Conway has demonstrated a consistent commitment to research integrity and ethical governance. He has conducted large policy reviews in MOD, including a review of the Governance of Research Involving Human Participants. He advised on the MOD’s policy on Research Integrity, until recently served as the sole government member of the UK CORI working group on addressing poor research practice and research misconduct, and is now the first Head of S&T Ethics in Dstl.
